Twenty-four states, including Iowa, do not feature a process for citizen-led ballot initiatives. This means that a state legislator must sponsor a bill in order for it to be voted on to become law. This requires you to be in relationship with your state legislatures. THE ACLU AND PLANNED PARENTHOOD FILE EMERGENCY LAWSUIT TO KEEP ESSENTIAL ABORTION PROCEDURES AVAILABLE IN IOWA DURING PANDEMIC
The lawsuit is in response to Governor Reynolds’ Proclamation of Disaster Emergency for COVID-19, which she said prohibited surgical abortions.
